Ed Taggart brought the meeting to order at 5:28 pm.

Phil Rufener motioned to accept the report. Carl Harsha seconded.

Ed Taggart requested that his hotel room bill for the trip to the Applied Research Conference be paid by the group.  The bill came to $85.56.  Carl Harsha motioned
Maureen Wise shared the final expenses for the 10 Year Anniversary Banquet.

Minutes: Ed Taggart asked if members had read the minutes.  Jeremy Broadwater made the motion to accept the minutes. Bo Hysong seconded.

New Business:
John Kerrik came to speak to the group on behalf of the Sandyville Eagles.  He shared that the group has a significant amount of money earned through their gambling that must be distributed to a non-profit organization with a 501c3.  On profits up to $75,000 the Eagles keep 75% and give 25% to non-profits.  Once they make more than $75,000 the Eagles can only keep 45%, give non-profits 50%, and put 5% into a fund to be distributed to other groups.  The Eagles have many community organizations they would like to help out, but are unable to because of the 501c3 regulation.  They would like to donate money to the HRWRP.  They would then like for us to distribute money to other groups in the community who are unable to receive funds directly from the Eagles. The HRWRP would also be able to use and keep some of the donated funds for our own programs and use.  John also shared that if we would ever need money for a community function, we could write a letter to the Eagles requesting a donation.  The group was very excited by this possibility and grateful to John for offering such an opportunity to our group.  Members were concerned about the legality of the HRWRP distributing funds to other organizations.  Carl Harsha said he would check on the legal issues involved and get back to the group and to John. 

Old Business:

Watchdog Pamphlet: Michelle Shively showed the group a sample proof of the Watchdog Directory printed by Bloom’s.  The group looked through the booklet and had a few suggestions they would like to see in the final copy.  Michelle will be sure to add the Carroll County Homeland Security emergency number, and a note to call the sheriff on weekends or holidays when other offices are not available.  Carl Harsha made a motion to go forward with the printing of the booklets and Glenn Beatty seconded.
Fish Kill Update: Maureen began by telling the group that the fish kill that occurred last month is still being investigated by Carroll Soil and Water and the ODA.  One of the landowners involved came to share some information about the fish kill with HRWRP members.  He brought in samples of the water from Huff Run back behind his home.  Members were very upset that the water still looked bad.  Members wanted to draft a letter to be sent to EPA, ODA, Carroll SWCD, the game warden, health department and the Division of Wildlife to express the group’s frustrations on this issue and the lack of action.  It was also suggested that a fish shocking study could be conducted to measure the loss of fish in the stream as compared to the study done earlier this year.  The HRWRP members present felt that it was very important to stay updated on this matter and take more action if necessary.
Lease: Ed Taggart told the group that we had to renew our lease with the Mineral City Village Council for our office building.  Michelle had gone to a Council meeting to ask for specific changes to the lease.  Ed read the updated sections to the group.  For the next year, the HRWRP will pay Mineral City $300/month rent, coming out of the Targeted Watershed Grant.  This rent amount will continue until the end of the grant and then will be reevaluated and returned to the present $1/year rent if no more funds are available.  Also, the village will take care of any maintenance needed to the inside or outside of the building.  Phil Rufener motioned that the lease be accepted and signed.  Jeremy Broadwater seconded. 
Asset Based Community Development (ABCD): Maureen began this discussion by reminding members why we are participating in this ABCD project.  In the future, funding will be harder and harder to find.  By completing this ABCD process, the HRWRP will connect with new people, have additional members, and make connections with new funders.  ODNR sees that this is a valuable process for watershed groups to use, so they are paying Carol Kuhre to work with us.  We did have a scheduled meeting for Carol’s ABCD Workshop, but only two members attended.  We went through a condensed version of that workshop at this meeting.  Maureen presented more background on ABCD and Michelle shared some facts and figures about philanthropy in general.  The entire group then participated in a brainstorming session where we identified local associations, businesses, institutions (govt., schools, churches), and physical assets.  We then talked about assets of the HRWRP and of our individual members.  We then reviewed a timeline Carol had prepared for us to gauge our progress. 

Other new business:
Ken Huff invited the HRWRP to have a display at the Sandy Beaver Canal Society’s Festival in August.  Everyone agreed this would be a great opportunity.

Maureen showed the group the two new awards that were presented to the HRWRP at the Applied Research Conference in Athens a few weeks ago.
