CALL TO ORDER: Chairman Ed Taggart called the November Huff Run Watershed Restoration Partnership meeting to order at 5:30 p.m. on November 20, 2007. 

ATTENDANCE: Ed Taggart, President; Bo Hysong, Vice President; Jeremy Broadwater, Secretary; Maureen Wise, Coordinator; Mike Steinmaus, Rural Action Director; John Slack, Member; Merv Burton, Member; Gary Alkire

TREASURER’S REPORT: Given by Maureen Wise in absence of Judy Rufener.
Balance carried forward from October 16, 2007  $5588.71

Wise announced Treasurer Judy Rufener no longer has interest in serving as HRWRP Treasurer, however Rufener will continue as Treasurer until replacement can be found.  

MOTION by Hysong to accept the Treasurer’s report, Seconded by Burton, motion
passed with a vote: all yea.

MINUTES: Broadwater presented minutes from October 16, 2007 HRWRP meeting. 

MOTION by Slack to approve the October 16, 2007 minutes of HRWRP meeting, Seconded by Burton, motion passed with a vote: all yes. 

OLD BUSINESS
RIPARIAN RENEWAL: Wise discussed the planting of new trees along stream banks of Huff Run.  Approximately 35 trees to be disbursed to 5 home owners with a $300 budget. Our  Targeted Watershed U.S. E.P.A. grant will fund this program.

NEW BUSINESS

GRANT / PROJECT UPDATE: Wise presented an updated report in absence of Cheryl Socotch and Jim Gue. 
319 Grant Proposal: Preliminarily accepted by Ohio E.P.A. to fund the Thomas Project: $155,000 EPA, $133,000 ODNR; $300,000 total.
Huff Run 38: Acidic site, ODNR has agreed to conduct a study.
Fern Hill: Anticipating February construction start date.
Belden: Storm water plan complete; targeted for spring construction.
Mineral Zoar: Still in need of an additional $50,000 to start construction in Spring 2008.
Huff Run 22: Scheduled for Summer 2008 construction.  ODNR Abandoned Mine Land Division will administer the project.
Huff Run 25: For several years, this project has been a target.  Previous coal mining company has forfeited the bond for this project.  Summer 2008 projected construction. ODNR Abandoned Mine Land Division will administer the project.
Wise discussed the Target Watershed Conference in Corpus Cristi, Texas.  Wise will not present at this conference.

DONOR GIFTS: Members discussed purchasing gifts for new HRWRP members.  Wise will search for new ideas and present them at the next meeting.

DECEMBER MEETING: Members discussed the prospect of canceling the December 2007 HRWRP meeting.  Wise pointed that such policy has been typical in the past.
Motion:  Broadwater moved to cancel the December 2007 HRWRP meeting, Steinmaus seconded the motion; motion passed with a vote: all yea.

MOU REVIEW: Wise presented the Memorandum of Understanding between HRWRP and Rural Action.  The MOU for 2008 will remain the same as 2007. 
Motion: Broadwater moved to accept the MOU; Second by Burton, vote: all yea.

LEASE REVIEW:  Wise presented the office lease for renewal to the HRWRP members.  The 2008 lease with the Mineral City Village will remain the same as the 2007 lease, noting that rent is set at $300 per month contingent upon HRWRP grant funding, if HRWRP loses grant funding for office space the lease reverts to $1.00 per year. 
Motion: Hysong moved to renew the lease as presented, second by Broadwater; motion passed with a vote: all yea.

SEPTIC WORKSHOP: Wise discussed the hosting of a workshop to discuss updates to septic tank systems in the HRWRP region.  Steinmaus and Broadwater voiced encouraging opinions to the matter, perhaps to hold it in the late spring of 2008.  Wise and Steinmaus will conduct more research and return to the HRWRP members.

CORRESPONDENCE: Taggart read the following correspondence to HRWRP members: A letter from the Internal Revenue Service; The American Chestnut Foundation newsletter; November newsletter from the Office of Surface Mining; An invitation from Ohio University to attend the Applied Research Conference; Solicitation from Rivers Unlimited.

Wise encouraged individual members to join Rural Action.
