CALL TO ORDER: Chairman Ed Taggart gaveled the September meeting for the Huff Run Watershed Restoration Partnership to order at 5:37 p.m. on September 18, 2007. 

ATTENDANCE: Ed Taggart, President; Bo Hysong, Vice President; Jeremy Broadwater, Secretary; Maureen Wise, Coordinator; Mike Steinmaus, Rural Action Director; John Slack, Member; Glenn Beatty, Member;

TREASURER’S REPORT: Given by Maureen Wise.

MINUTES: Broadwater gave minutes from September 18, 2007 meeting. 

MOTION by Slack to approve the September 18, 2007 minutes of HRWRP meeting, Seconded by Hysong, motion passed with a vote: all yes. 


OLD BUSINESS

ADOPT A HIGHWAY REMINDER: Taggart reminded all members of the first Adopt –A-Highway clean-up scheduled for Saturday September 22, 2007.  All members were reminded to meet at the HRWRP office where members will depart and clean the HRWRP adopted two-mile stretch of State Route 800.  Hysong stated he would assist Wise with acquiring caution signs from ODOT.  Broadwater will notify Sheriff Wilson’s office of the scheduled clean-up. 

WEBSITE: Wise reported on the development of new HRWRP website. Maureen’s husband, Nate Wise is currently building the site.  Discussions included the purchase of hosting, the use of online financial firms “Paypal” and “Just Give,” and general design concerns.   
MOTION: Broadwater made motion to open a HRWRP Paypal account for placement upon the new website for online donations, Seconded by Beatty; vote: all yea.

DOMINION AWARD
: Wise updated the HRWRP status regarding the Dominion Award.  HRWRP application was denied 2007 funding.  Wise is not discouraged with the prospects for a 2008 application.

NEW BUSINESS

PROJECT UPDATES: Wise gave updates on the following environmental projects:
Fern Hill: Construction scheduled for start in 2008.  The increase in limestone prices is resulting in less financial coverage. Presently, the project will be downsized with the option for a future Phase II.
Belden: Postponed to the 2008 summer.  ATC is still designing the project.  Bidding to occur winter of 2007 for April 2008 construction start. 
Other Future Projects: Discussions included the reprioritization of the long-term projects according to the following list. 
Lyons Phase 2, construction of a settling pond;
Fern Hill Phase 2, removal of additional ponds;
Lindentree Phase 2, construction of slag bed and additional slag;
Acid Pit Phase 2, wetland enhancement and additional reclamation;
HR 38, no new priority;
HR 25, no new priority;
Thomas; no new priority;
Hope Road West, no new priority;
Harsha South, no new priority;
Brass Road, no new priority;

Taggart discussed future work near the Mineral City baseball fields. 

Steinmaus discussed targeted EPA grant, he will conduct the phone interview. 

UPCOMING GRANT APPLICATIONS: Wise gave report on upcoming grant applications. 
Mineral Zoar: Need additional $40,000 Rural Action Grant
MW wrote a 319, low prospects
MW to write a new grant proposal to Reeves Foundation

Belden Project: Project estimated to cost $728,000.  Currently need $113,000 to reach proposed estimated balance. Wise will apply to Office of Surface Mining for additional funding. 

NEW VISTA:  Hysong informed the group of the new HRWRP 2008 VISTA’s name is Amber Liesure Earnhart.  Earnhart’s scheduled to begin work with HRWRP following the 2007 Thanksgiving holiday.  Wise will update the group on any developments.

CORRESPONDENCE:
Taggart announced HRWRP correspondence.  Tom Kolp wrote a letter thanking HRWRP for a 5k t-shirt. 

Steinmas invited HRWRP members to the September 2007 Southeast Ohio Watershed Council meeting in New Straitsville, Ohio.  Members were encouraged to attend, noting New Straitsville is Ohio’s “moonshine capital.”

MOTION: Broadwater moved to adjourn the meeting, Second by Hysong; vote all yea.  Taggart adjourned the September HRWRP meeting at 6:24pm.
